Focusing on the “No.1 Development Project” of digital economy innovation and quality improvement in our city, as well as the five major industrial ecosystems of intelligent IoT, biomedicine, high-end equipment, new materials, and green energy, we support the establishment of Qianjiang special expert positions in key enterprises and platforms with strong scientific research capabilities and academic and technological leadership in the province. Emphasis should be placed on recommending personnel who can play an important role in promoting rural revitalization, achieving common prosperity, and providing service guarantees for the Asian Games; At the same time, it is important to focus on outstanding postdoctoral fellows who have graduated and overseas returnees who have studied at well-known universities.

Job Responsibilities of “Specially Appointed Expert”

(1) Lead major scientific research (technology) projects or transform scientific and technological achievements;
(2) Teach core courses or key technologies of the subject;
(3) Lead the construction of talent echelon in this discipline;
(4) Lead this discipline to reach the leading level in the province or the advanced level internationally and domestically.

Basic requirements for “specially appointed experts”

(1) On the job, working in the forefront of technological innovation, in principle, professional and technical personnel who meet the criteria of Class D or above for high-level talent classification and recognition in Hangzhou, generally under the age of 60;
(2) Significant achievements recognized by peers in scientific research and technological innovation;
(3) Capable of leading the discipline or industry to catch up with or maintain a leading position within the province or at an advanced level internationally or domestically in its cutting-edge field;
(4) Having a spirit of unity, collaboration, and corresponding organizational, management, and leadership abilities;
(5) Not officially employed in municipal universities, research institutions, enterprises, and social organizations.

Recruitment Procedure

The recommendation work for enterprises, institutions, and private enterprises under the jurisdiction of each district and county (city) shall be undertaken by the human resources and social security bureaus of each district and county (city); The recommendation work of municipal units is the responsibility of each directly affiliated unit in the city. The recommended work should be carried out according to the following procedure:
(1) Units with the intention of flexibly introducing specially appointed expert candidates can apply online through the Talent Reception Room System of the Municipal Human Resources and Social Security Bureau (hereinafter referred to as the “Application System”)( https://rchkt.hrss.hangzhou.gov.cn/#/apply/description?id=28 )Print the “Hangzhou Qianjiang Specially Appointed Expert Application Form” and upload it to the application system. The supporting materials should be uploaded to the corresponding attachment column of the system as required, and the original should be sent to the relevant department for verification. Confidential materials should be declassified.
(2) Each district, county (city) human resources and social security bureau and the municipal competent department shall accept and review the materials. Those who agree with the recommendation should be summarized and reported to the Expert and Overseas Student Service Center of the Municipal Human Resources and Social Security Bureau. The recommended candidates should be sorted.
(3) The Municipal Human Resources and Social Security Bureau organized expert review and proposed a list of personnel to be hired. After there are no objections to the public announcement, it will be officially published.

Submission materials and time requirements

This selection process will implement paperless application. Please complete the system application before August 15th, and all districts, counties (cities), and directly affiliated units of the city should complete the online review and recommendation process before August 20th, and submit the following electronic materials through the system:
(1) Declaration form. Hangzhou Qianjiang Specially Appointed Expert Application Form (generated through the application system, printed, stamped with the official seal of the unit, and uploaded).
(2) Summary table. Summary Table of Recommended Candidates for Qianjiang Special Experts in Hangzhou (generated through the application system, printed, stamped with the official seal of the recommending department, and uploaded).
